State Healthcare Marketplace Middleware Upgrade
State healthcare marketplace is an essential gateway for individuals and families in the state to access quality, affordable health insurance. The marketplace was established by the Patient Protection and Affordable Care Act as a matter of public policy, with oversight from the state’s own Health Benefit Exchange Authority.
To expand their services to include Medicaid benefits not covered under the Affordable Care Act (ACA), the State Healthcare Marketplace needed their new system to interoperate seamlessly across all major systems of the exchange, including federal external systems, such as Centers for Medicare & Medicaid Services (CMS), Internal Revenue Service (IRS), US Department of Health and Human Services (USDHHS]), local partners (e.g., Department of Motor Vehicles (DMV), Office of Tax and Revenue (OTR), State Health and Human Services (HHS cluster), and providers of health coverage (e.g., private carriers and the state Medicaid Management Information System (MMIS) system).
Agilian's expert architects and consultants created the Enterprise Service Bus for the State Healthcare marketplace, which was designed to utilize Oracle Service Bus (OSB) products. Dedicated Agilian personnel tested and maintained services throughout development of the system, dubbed marketplace OSB, to ensure seamless communication among all major exchange systems and with external, local government affiliates, and private carriers providing health coverage led by a statewide MMIS network.
For more than five years, our team has been instrumental in ensuring the success and stability of marketplace OSB. We have played a key role in the planning, development, and integration of testing and maintenance – all while utilizing Oracle products/Fusion service-oriented architecture (SOA) suite to follow statewide IT standards as mandated. To ensure readiness for go-live, we conducted extensive end-to-end testing with federal partners and acquired management board approval before taking it live. Agilian’s principals took on responsibility for maintaining the system at that point.
Result: State healthcare marketplace passed federal blueprint testing with flying colors, launching exactly on schedule. Since then, Oracle OSB has been the bedrock of interoperability within the State’s extensive Health and Human Services ecosystem.
