State Finance Department

 

The State Finance Department manages a $15.5 billion dollar budget with services delivered by over 90 agencies. It provides financial management control and oversight to the government and the people of the state to sustain the state’s long-term fiscal and economic viability. These systems must be transparent and auditable in order to maintain integrity with the agencies it services.

The financial management system provided reporting, accounting, and planning on legacy technology implemented more than 30 years ago. This aging system had declining support resources and services that could not be upgraded to take advantage of the benefits of a modern system. Furthermore, this data was centralized on a mainframe, requiring on-site work at a time when remote work was needed due to the Covid-19 pandemic.

Agilian, as a subcontractor, helped the State Finance Department completely modernize its financial operations. The objectives of the financial management system modernization project included:

·       Improve data reliability

·       Improve controls for compliance

·       Inform decision making

·       Reduce duplication of effort

·       Improve user/staff satisfaction

·       Improve productivity and efficiency

·       Reduce IT maintenance costs

·       Reduce operating and labor costs

·       Increase integration with other systems

·       Reduce/eliminate use of shadow databases and spreadsheets throughout the organization

The client decided to implement Oracle Enterprise Resource Planning (ERP) Financials across more than 90 agencies for all their major financial functions and went live in October of 2022. Agilian worked on several fronts of the project to move the organization from a custom, on-premises legacy system to a suite of cloud-based, software as a service (SaaS) financial solutions: Oracle Cloud Fusion Financials, Enterprise Performance Management (EPM) Cloud Services, and Project Portfolio Management (PPM). This modernization enables internal stakeholders to efficiently execute crucial activities, such as general ledger tracking and accounts receivable/payable processing.

Agilian provided Oracle Cloud support across all parts of the implementation (configuration, reporting, integration, and data migration support) and led the interface efforts with other government systems with our team of functional and technical experts, data conversion specialists, reporting teams, and integration architects.

Agilian also provided oversight to the organizational change management (OCM) and training strategy to meet the needs of the Department’s end-users. The OCM scope included supporting the design and roll out of processes and policies for the new operating model for statewide finance across 90+ agencies, as well as developing and delivering training in Cloud Fusion Financials modules, Enterprise Performance Management (EPM) Cloud Services, Project Portfolio Management (PPM) and Grants.

Result: The team delivered a citywide system implementation, reengineered policies, and the change management and training critical to supporting stakeholders. These combined efforts made it possible to transition to the secure, reliable, and comprehensive financial system that now manages the state’s multibillion-dollar annual budget transactions.
