HEALTH INSURANCE MARKETPLACE IMPLEMENTATION

The online marketplace was established by a state-based government agency in order to facilitate access to quality, affordable health insurance for residents and small businesses. Created as a private–public partnership, this online marketplace is driving competition through transparency and empowering individuals with an online platform that enables them to easily and effectively compare prices and benefits when selecting healthcare coverage.

To comply with the Affordable Care Act (ACA), the Health Insurance Marketplace needed to create a platform where residents and small businesses could access and select healthcare, but their project was falling behind schedule. With the unmovable deadline to meet the ACA imperatives fast approaching, the Health Insurance Marketplace project was in danger of losing its federal charter.

Our team took crucial steps to enact a successful agile delivery model. By combining strategic and technical insights along with top-tier development, Agilian principals were able to recover what was believed by many to be an impossible deadline. Through our invaluable efforts, the online marketplace was one of only four state projects to make it on time for ACA Open Enrollment in 2013. Since this initial success, Agilian became trusted advisors as part of an integrated partnership within government agencies associated with the marketplace, providing guidance on strategy formation, the establishment and adaptation of appropriate enterprise architecture, grant management processes, as well as web design/development and user interface optimization.

Our team proudly coordinated the re-architecting of the online marketplace to an agile, cloud-based system that is continuously integrated with open-source technology. We also rolled out the online marketplace mobile apps for iOS and Android, and a unique advance premium tax credit (APTC) reconciliation system using MAGI-in-the Cloud code, all developed through our software development teams' innovation efforts.

In 2015, Agilian provided critical project oversight functions for the online marketplace website redesign, which included a complete integration of the company’s plan management system and Oracle Identity Management, while also incorporating content from a non-profit consumer organization. Our team was responsible for harmonizing all user interfaces and content to create an intuitive experience that was beneficial to consumers, businesses, and brokers alike.

Result: Widely lauded as the most complete and user-friendly insurance exchange in the country, the online marketplace has become the gold standard for health insurance exchanges. For two years in a row, Clear Choices voted that it had the most comprehensive, convenient platform available. With over 96% of the populated enrolled, one of the highest rates in the country, the platform’s innovative redesign has been widely praised for revolutionizing how people purchase and manage their healthcare benefits.
