Comprehensive Child Welfare Information System (CCWIS) PMO

The regional child welfare agency is dedicated to safeguarding vulnerable children by protecting those who have suffered abuse and preventing neglect before it happens. The agency’s mission is to lend a helping hand in providing relief for these kids and their families.

The agency was running on obsolete technology that could no longer keep up with fast-paced changes, let alone the administration of its numerous services to thousands of children. They needed a path forward to modernize their legacy child welfare system with upgrades or replacements, while still adhering to government regulations. The agency contracted with Agilian to help understand the requirements, scope, risk, timing, and total cost of the modernization.

The Agilian team conducted a comprehensive assessment of the agency’s child welfare system, crafting a roadmap with "as-is" and "to be" states. We further developed prototypes by outlining existing practices and policies, creating planned workflows for solicitation activities, collecting requirements to facilitate the acquisition process, and establishing a repository and indexing system to track progress throughout the multi-year project.

Result: Agilian was able to equip the child welfare agency with a well-documented, agile-oriented solicitation and supporting prototype that had the ability to track against a planned roadmap, with traceability to requirements and artifacts. The agency used the resulting project deliverables, documentation repository, and indexing system to manage the five-year, multi-million-dollar endeavor to modernize their child welfare system and improve the safety, permanence, and well-being of abused and neglected children and their families in the state.
