Medicaid Expansion for Traditional Health Care: A Game Changer for MCOs 

Abstract 
The Biden-Harris Administration's initiative to expand Medicaid and CHIP coverage for traditional health care practices marks a significant advancement in addressing health disparities among Native American and Alaska Native populations. This policy enhances access to culturally appropriate care, providing MCOs with a unique opportunity to improve health outcomes and align with federal equity goals. 

Understanding the Impact on Member Health 
Native American and Alaska Native communities experience disproportionately high rates of chronic conditions, including obesity, diabetes, cancer, and mental health issues. The new Medicaid coverage for traditional health practices allows MCOs to address these challenges more effectively. 

Indian Health Services and Medicaid Working Together 

The collaboration between IHS and Medicaid enhances healthcare access for tribal communities. By integrating IHS services with Medicaid’s resources, MCOs can provide culturally appropriate care, address health disparities, and better meet the unique needs of Native American and Alaska Native populations. This partnership is crucial in fostering health equity and improving overall health outcomes in these communities. 

Key Challenges for MCOs 

  1. Integration of Services: Finding ways to incorporate traditional practices into existing frameworks without disruption. 

  2. Resource Allocation: Effective distribution of resources, including staff training and partnerships with IHS, Tribal facilities, and Urban Indian Organizations. 

  3. Data Utilization: Investing in robust data analytics to understand the needs of tribal populations. 

How MCOs Can Leverage This Opportunity 

  • Building Partnerships: Collaborating with IHS and Tribal facilities to integrate traditional practices into care plans. 

  • Utilizing Data Effectively: Employing analytics to identify members who would benefit from traditional practices, considering health-related social needs and social determinants of health (SDOH). 

  • Educating and Engaging Members: Launching outreach campaigns to inform members about new coverage options and the benefits of traditional health practices. 

A Call to Action for MCOs 
With the approval of section 1115 amendments, MCOs have a vital opportunity to reduce health disparities for Native American and Alaska Native populations. By integrating traditional health practices into Medicaid, MCOs can enhance health equity and access.
