Expanding Healthcare Access for Military Families: Implications of the Care for Military Kids Act for MCOs

A Historic Step for Military Families’ Healthcare Access

On September 23, 2024, the House of Representatives made a significant stride towards enhancing Medicaid access for military families with the unanimous passage of the Care for Military Kids Act. This bipartisan legislation, introduced by Congresswoman Marcy Kaptur and Congresswoman Jen Kiggans, ensures that dependents of active duty servicemembers can maintain essential healthcare coverage, regardless of relocations that come with military service.

Key Provisions of the Care for Military Kids Act

The Care for Military Kids Act amends the Social Security Act to guarantee that military children receiving long-term care through state-administered Medicaid plans retain their eligibility even when relocating to a different state. This change is vital, as many military families face disruptions in healthcare access due to frequent moves.

Considerations for MCO Implementation:

1. Portability of Services: MCOs must adapt their systems to ensure continuity of care across state lines for military families, which is crucial for children with ongoing medical needs.

2. Care Coordination: Implementing holistic care models is essential for addressing the diverse needs of military-connected children, ensuring they receive consistent support during transitions.

3. Data Monitoring and Reporting MCOs must invest in data collection and reporting capabilities to monitor the health outcomes of military-connected families effectively.

4. Equity and Accessibility: MCOs should enhance outreach efforts to ensure that military families, especially those with children who have disabilities or long-term healthcare needs, have equitable access to services.
